whether an effort should not be

made to negotiate a new agreement

which will enable any future claims

by the British section to be recovered

by withholaing sums due from that

section; the waiving of the existing

claims in respect of those suspensions

you are satisfied that the claims for

demurrage in 1923/25 arose from detention

in the ordinary course of working the

line and are not, as the Chinese

Section alleges, aue to the suspensions
